The inches are located in the description of the bike. I was wondering if it was the height of the bike or maybe the length?

Where are you getting the 24 and 28 inches from ?
I’ve looked & looked at the description of this bike from 2 different sites. Nowhere can I find either 24 or 28 inch. Adult bikes are measured by frame size, not wheel size. This bike has 700C wheels and is available in just ONE frame size because it’s a cheap discount store bike. You either fit on it or you don’t.
